Overview

Victoria's Mental Health and Wellbeing Outcomes and Performance Framework guides transformation of the state's mental health system following Royal Commission recommendations. The framework uses four domains—community outcomes, services, workforces, and system stewardship—to measure progress toward inclusive, personalized, compassionate care that supports all Victorians to live fulfilling lives.

This framework was fundamentally shaped by experiential expertise through a dedicated Lived Experience Engagement Panel providing regular expert advice, 300 workshop participants including consumers and families/carers/supporters, and prioritizing lived experience voices across all design activities. The Royal Commission emphasized creating the framework "with people, not for people." Lived experience workforces are integrated throughout outcomes, with expertise driving service design, policy development, system management, oversight, research, and leadership roles across the transformed mental health system.

The framework incorporates practice wisdom through extensive analysis of 459 documents including Royal Commission reports, witness statements, submissions, and Productivity Commission reports. It draws from academic literature, peak bodies, service providers, and related sectors' expertise. The framework aligns with existing mental health reforms like the Mental Health and Wellbeing Workforce Strategy and  Mental Health and Wellbeing Act 2022, building on the current Performance and Accountability Framework while transitioning toward outcomes-based approaches informed by established practice knowledge.

The framework emphasizes research and evaluation through systematic analysis of Royal Commission findings, academic literature, and evidence-based practices. It includes outcomes focused on increasing use of research and evaluation, improving data reliability, and enhancing the system's capacity to learn and adapt. The framework supports translational research, innovation, and workforce contributions to research. Implementation includes developing new data systems and measures as part of contemporary information architecture to comprehensively monitor and improve system performance.
